Purpose of the Job
Lead the Engineering planning and Workload management for Service and Rolling Stock contracts
To consolidate and challenge site engineering workload in accordance with engineering rules
To manage sub-contracting for engineering (overview of actual contracts and demands) and to guarantee reliability of data
To drive engineering subcontracting performance, competitiveness and standardization in close relationship with sourcing
To assure that an engineering schedule is available and up to date, engineering planners follows blocking points, and they are able to propose solutions in order to respect the committed schedule in case of slippage.
To be responsible of all site engineering schedules.

Responsibilities and objectives:
Engineering Workload Management:
Consolidate site engineering workload and provide an overview for subcontracting in terms of volume per metier
(Engaged and new demands) for both rolling stock and service Engineering
Challenge engineering metier and projects about consistency and time range of firm and forecasted projects
Propose forecast for potential projects per metier (including R&D Tender, Sustaining)
Prepare and analyses scenarios of workload based on opportunities in the pipeline
Respect rules of workload management defined by Central
Propose some Shared Engineering Centres (SEC) adjustments if needed with other sites
Report to PrEM and Engineering HoD the site engineering actual, engaged and forecast subcontracting expenses
Engineering Subcontracting Management:
Apply subcontracting process based on local rules and central guideline
Drive subcontracting maturity level (avoid level 1 when possible and maximise level 4)
Apply standard technical specifications defined by Sourcing
Drive quality improvement of subcontracting technical specifications
Responsible for on-site subcontractors’ organization in consistency with contracts and local rules (provide office, IT, EHS, end of mission, …)
Provide an overview about OTD and FTR performance of subcontractors Manage ROE of engineering subcontracting
Implement technical meeting locally with ALSTOM Key Stakeholders and suppliers to share and anticipate ALSTOM technical stakes and needs
Propose activities which should be subcontracted specially to BCC/BGL
Support claim management
To alert Engineering HoD and Commodity manager in case of difficulties faced with subcontractor
Support sourcing for NCRs/claim management to subcontractors
Engineering Planning Management:
To allocate the necessary resources to Engineering scheduling.
To support PrEM and engineering team about Engineering schedules.
To support the engineering in the relation with all other project stakeholders.
To assure an engineering schedule is updated and follow-up.
To support engineering in surveying blocking points regarding committed dates: To propose solutions, to follow implementation and to escalade if necessary
To give visibility on engineering scheduling situation:

Business understanding and desired knowledge/experience
Minimum education requirements:
BSc/B.Eng. Degree Industrial Engineering or Equivalent Engineering Degrees (such as Electrical, Electronics, Mechanical, Automotive, Mechatronics, System)
Post Graduate Qualification on Management/Leadership Qualification (minimum NQF7) will be an advantage
Minimum work experience required
Minimum 3+ years’ experience on Engineering product development
Experience in management positions will be an advantage
Minimum technical experience required
Microsoft Office (Excel, Power Point, Word….) with emphasis of Excel
Knowledge on Engineering tasks (engineering design processes)
General knowledge of the railway products
General understanding of Project management knowledge (including development phases and industrial phases)
Experience with scheduling software such as Primavera, Microsoft Project
